Bank of America, Wells Fargo and American Express files import as downloaded

CSV files from Bank of America, Wells Fargo and American Express now import as downloaded, with no editing first, and American Express charges count as money out. An American Express file imported before this change stored its charges as money in; importing an overlapping file now adds rows with the corrected sign beside the old ones rather than replacing them.
